A video captured inside the chambers of a Letcher County district judge shows the county sheriff shooting him. The video, played for the first time in public Tuesday, showed then-Sheriff Shawn “Mickey” Stines standing and Letcher District Judge Kevin Mullins sitting with his hands raised. Stines then shot Mullins.

The last time he was in a courthouse, he fatally shot a judge, investigators say. On Tuesday, a former Kentucky sheriff will be in a different courthouse to hear the evidence against him.

In security video that captured the courthouse slaying of a Kentucky judge, the sheriff charged in the death appears to shoot at the judge multiple times while the judge crawled on the floor, scrambling for cover.

He's due to appear in court at 1 p.m. for a preliminary hearing on the heels of announcing his retirement ahead of the ongoing legal process.

"I wasn't present," Clayton Stamper, lead investigator, said. "But when he was taken into custody, I was told by one of the other officers that were there that he made the comment, 'They're trying to kidnap my wife and kid.
